We would like to invite your organization to register with us for the upcoming elections for the India-CCM of The Global Fund to fight Aids, TB & Malaria (GFATM). It is our endeavor to encourage the broadest possible participation in this election process to ensure that Civil Society membership to the CCM is truly representative and is inclusive of all civil society groups who are working to impact the course of the three diseases HIV, Tuberculosis and Malaria in the country. Global Fund to fight AIDS, Tuberculosis and Malaria (GFATM) The Global Fund to fight AIDS, Tuberculosis, Malaria (GFATM) is a Global Health Partnership set up in 2001 which is committed to dramatically increasing funding of activities that can accelerate the reduction in morbidity and mortality caused by HIV/AIDS, Tuberculosis and Malaria. India Country Coordinating Mechanism (India CCM) The India Country Coordinating Mechanism ( " India-CCM " ) is established in recognition of the requirements and recommendations of the GFATM. The mandate of the India-CCM is to set priorities for country proposals to be submitted to GFATM, take decisions on the allocation and utilization of the Global Fund financial resources, to be involved in the selection of a Principal Recipient (PR), guide the proposal development process, review, endorse and submit grant proposals to the Global Fund based on priority in the areas of addressing issues of HIV, Tuberculosis and Malaria at the national level. In addition, the CCM is responsible to support the implementation of projects approved by GFATM, ensure linkages and consistency between the GFATM assistance and other development and health assistance programs in support of national priorities, oversee progress during implementation and guide the Re- applying process for Phase II extension of grants. The India-CCM has been in existence since December, 2001, and has been successful in obtaining grants from The Global Fund, through Rounds 1, 2, 3, 4, 6 and 7. Country level provision of Anti-Retroviral Treatment (ART) for AIDS; strengthening the Counseling and Care and Support; distribution of insecticide treated nets for malaria; and support to battle tuberculosis under DOTS have been made possible because of the Global Fund grants received by the country. India CCM Elections The designated term (2 years) of the current voting members on the India CCM is stipulated to end in March 2009. The revised Terms of Reference of the India CCM has provision to host 8 Seats for members representing the Civil Society Constituency (including NGO, CBO and faith-based organizations). It is envisaged that the representatives be selected by the sectors themselves, following an electronic voting process. Civil Society Constituencies Civil Society CCM members are expected to participate in the CCM functioning- bringing in the civil society perspective and interests. They are also required to further provide updates to their constituency members who have elected them to represent on The CCM forum and represent their views when necessary and appropriate. CCM membership requires active participation, involvement and commitment. Membership is forfeited by non-attendance of three consecutive CCM meetings. The allotted Civil Society seats are for the following Sub-Sectors: Sub-Sector Seats Organizations working on HIV/AIDS 2 Organizations working on Tuberculosis 2 Organization working on Malaria 1 Organization working on issues of Child Development and Rights 1 Organization working on issues of Gender 1 Organization working on the issues of Sexual Minorities 1 Total 8 As a first step, civil society organizations interested to join in the polling process are requested to register on-line. You should register with the Civil Society Election Committee by accessing the following web link: http://www.india-ccm.org after 18th Jan 2009.
