Dear FORUM,

The Technical Support Unit (TSU) of Tamil Nadu & Puducherry intends to

empanel Consultants to do Mentoring, Evaluation, participatory site visits for

the HIV/AIDS prevention, care & support programme of Tamil Nadu & Puducherry.

Empanelment of Consultants for Mentoring of NGOs/ CBOs implementing TI, R-II,

R-III, CCC & DIC Programmes.

1. Background:

The Technical Support Unit for Tamil Nadu & Puducherry supported by APAC-VHS,

TANSACS and NACO, provides technical support for HIV/AIDS programme in the State

of Tamil Nadu & Puducherry. The major focus of the technical support is to

enhance quality of services, ensure uniformity in service delivery and achieve

saturation of coverage as per guidelines given under National AIDS Control

Programme, Phase III (NACP – III), TSU proposes to empanel a team of consultants

who are experts in the field of HIV/AIDS. The empanelled consultants would

provide mentoring support to NGOs/CBOs implementing Targeted Intervention (TI),

GFATM R-II, R-III, Drop-in-Centres (DIC) & Community Care Centre (CCC)

programmes. The expertise of the consultants will also be utilized to conduct

evaluation of NGOs/CBOs, conduct participatory site visits and training. The

empanelled consultants would be assigned tasks as per the action plan of Tamil

Nadu & Puducherry.

2. Mentorship Aims at:

• Ensuring quality and uniform service delivery across all Prevention, Care and

Support programmes in Tamil Nadu and Puducherry

• Ensure saturation of coverage of target population / beneficiaries

• Facilitate in identifying gaps in programme implementation and address the

same immediately

• Identify areas for skills/capacity building of the project team with

recommendations to address the same through capacity building sessions

• Evidence based programme planning and implementation

• Establish systems for effective programme management

• Effective human resources and financial management

• Strengthening linkages and networking with other service providers

3. Criteria for the consultants:

• Minimum 5 years of experience in development sector

• Experience in the field of HIV/AIDS will be an added advantage

• Relevant experience and achievements in the area to be empanelled

• Ability to document and submit reports on time

• Willing to travel extensively within TN & Puducherry and work in the field for

a minimum of 5- 10 days in a month

• Willing to take up assignments within short notice

• Good understanding about the objectives of NACP – III would be an added

advantage

• Persons with experience of working with CBOs, are encouraged to apply.
