Guest guest
Dear Forum members, Re: /message/9639 It is not UNAIDS alone who has downgraded the HIV/AIDS programme in India. The gang of UN agencies, Bilaterals, Big Foundations and International agencies have gotten away with their whims and fancies in defining and setting the agenda and we have fallen into that trap. Indeed it is we who have done it. We, the civil society, are to blame who have not been demanding accountability, good governance and transparency from the people in power. Whether it is the recent blemish on the CCM India for submitting a sub standard project proposal to GFATM Round 8 which got completely rejected or otherwise have remained silent on the CCM India assertion that they will not call for fresh proposals and resubmit the R8 proposal with amendments. Why are we not questioning that? And since the R9 has been been delayed we will no funding available to us for atleast two years (that is with the assumption that the next submison by CCM India will be done with CSO participation, transparency and accountability and of course live upto the standards of the screening committee and the TRP of GFATM). So we need to wake up and also awaken others to demand accountability, transparency and produce results and impact to see to it that the programme is high on agenda, qulaity and high on merit.
