But CCM India has failed to make an announcement for Call for proposals for R9. Infact they have had no CCM India meeting to clear the call for proposal as yet. There was a meeting proposed on 1 Oct, 08 which was postponed for some unknown reasons. Meanwhile there has been a strange notice put up on the CCM India webpage (that too after two weeks of actual GFTAM announcement on Oct 1) which has the strangest language and way to put up a notice. Let me reproduce the text of that notice: " The India - Country Coordination Mechanism is calling for proposals from Civil Society organizations and Private Sector organizations interested in participating in the preparation of the country proposal to the Global Fund (Round 9). The CCM intends to submit a proposal with three components, one for HIV/AIDS, one for Tuberculosis and one for Malaria. Further to the launch of Round 9 by the Global Fund, the India CCM has defined additional priority areas of Health Systems Strengthening as well as Gender. The main priority areas for GFATM Round 9 will be posted on the website on 18 November 2008. " Is this a call for proposals? This has neither appeared in any other media “ Newspaper, MOHFW website or NACO website etc? So, obviously there is more than meets the eye! Three points need to be noticed: First, there is no TOR? There is no procedure/format mentioned? There is no deadline mentioned? There was a changed mechanism to submit the proposal in R8, one does not know if that holds or there are some changes in the procedure/format? Second, there is no focus areas defined but additional priority areas defined, the question is if there is no priority areas defined but additional one's already defined? Third, it is mentioned that main priority areas's will be posted on 18th November 08, why the delay of more than one and a half months? What is meaning of main priority areas? Is it not denying the civil society and other private sector prospective proposal developer's appropriate time that is available for submission of proposals? What is the rationale for making us loose one and a half months? Obviously there is more than meets the eye? Here is a possible explanation- One, GFATM Board meeting is proposed to be held in Delhi on 6-7-8 November 2008. So obviously we are waiting for that to happen. Why wait for GFATM Board meeting? " simple " because that is where the GFATM R 8 outcomes will be announced? So? CCM India is not sure they will have their R8 proposal passed because of very serious objections raised by civil society members which were raised by GFATM R 8 Team to the CCM India (refer CCM India 32 nd meeting minutes 25 July 08, Agenda No. 5) So there is all probability, CCM India may be wanting to resubmit the same proposal with amendments and patch work correction done thereby denying the CSOs a chance to participate in the process of working on R9 proposal opportunity. May I request CCM India to come clean on the matter of the delay in announcing the R 9 proposals? May I request CSOs and private sector partners to atleast now wake up and raise their voice to protest on the continued unfair, non transparent processes and procedures that are letting down the CSOs freedom and sanctity to have a free, independent and transparent space and voice. May I request Co-chair, CCM India, who not only represents the PLHAs but also all of the civil society, to please enlighten the fellow CSO members as to what is happening and why they are silent? And finally I urge GFATM, LFAs, RFM and other agencies of GFATM to look into the matter urgently and earnestly. In solidarity, hope and faith.
