Sub: Vacancies for Health Professionals

NACP III has an ambitious set of targets for scaling-up operations in all of its

key implementation areas.  NACO has reviewed its own capacity requirements in

light of these ambitious targets and identified key areas where external support

is required.  To this end, a variety of donors and agencies have offered NACO

technical and managerial support to rollout NACP III in several programme areas.

 

The plan is to institutionalize the support through the creation of a National

Technical Support Unit (NTSU) for NACO.  The NTSU would be convened and led by

NACO, with individual consultant and expert support through a variety of

donors/agencies.

The guiding principle of the NTSU is to support and build in-house NACO capacity

to deliver the functions required to scale up NACP III within the tenure of the

NACO TSU

 

Objectives of NTSU:

 

1. Assist NACO in the quick rollout of high quality NACP III activities at

national, state and district levels.

2. Build in-house capacity to implement efforts at scale and with high quality.

3. Act as a think tank to support roll out of NACP III through strategic

interventions and technical assistance.

 

The NTSU will consist of full-time consultants who will be paid directly by

external agencies.  The NTSU consultants will be allocated 100% to their role

within NACO and day to day oversight and management of the NTSU will be done by

NACO. The selected candidates will be co-located with NACO.

Detailed Job Descriptions

 

Position: Team Leader

The Team Leader of the NTSU will be the overall in-charge and will have the

following role:

Key Responsibilities:

1. Provide overall leadership, vision and direction to the NTSU working closely

with NACO.

2. Overall programme management and strategic support to DG NACO.

3. Provide oversight, coordinate and channelize the technical inputs of the NTSU

consultants from various technical areas.

4. In consultation with NACO, develop annual action plan for NTSU and oversee

its implementation.

5. Ensure that NTSU staff and NACO staff are working in a coordinated manner to

achieve the results.

6. Participate and contribute in important technical and policy meetings of

NACO.

7. Develop performance review criteria and assess NTSU performance periodically.

8. Handle any issues that may arise in the area of personnel/HR including any

capacity building needs, with regard to the NTSU staff and their donor agency.

 

Qualification:

 

Applicants should possess Masters in Business Management, Business

Administration, Public Health or Health Administration

Desired Work Experience:

Minimum 15 years experience in senior managerial position with robust and

progressive experience in program management, team management, organizational

development and in coordinating Technical Assistance.

Experience in the Social sector, Health and/or HIV/AIDS is non-negotiable.

 

Experience of managing large scale/multi-state programs is desirable and

familiarity of functioning of the Public sector will be an asset. Past

experience in coordinating Technical Assistance is required. Familiarity of

functioning of public sector will be an asset.

Position: M and E Specialist (Information Technology)

The M and E Specialist will report to Team Leader and will have the following

role:

 

Key Responsibilities:

1. Support the information needs assessment, planning, application

development,  implementation, regular review and updating of the strategic

information  management (SIM) packages being developed by the selected agency,

including Computerized Management Information system (CMIS), Computerized

Project Financial Management systems (CPFMS), Smart Card and Business

Intelligence applications.

2. Be the interface of NACO with the agency developing the SIM packages and

ensure its successful planning, finalization and roll out such that it

adequately fulfils the needs of the National AIDS program at national, state and

district levels.

3. Identify challenges in implementation of SIM package and provide feasible

solutions.

4. Provide expert advice and ensure smooth operations on supporting back-end

operations to implement the package at national, state and district level to

ensure that it is responsive to the evolving needs of the program.

5. Ensure that the SIM captures analyses and feedback data from all partners

(including donors) of HIV/AIDS control activities.

6. Provide advise on hardware related to the SIM requirements at various levels.

7. Plan and provide training of application software to SACS, state TSUs and

District Units

 

Qualification:

 

Applicants should possess Masters Degree in Computer Applications, Information

Technology, Computer Sciences or equivalent

Position: National Epidemiologist

The National Epidemiologist will report to Team Leader and will have the

following role:

 

Key Responsibilities:

1. Support NACO and SACS on all technical issues related to epidemiology and

surveillance.

2. Train and provide oversight and support to the state epidemiologists.

3. Analyze existing NACO surveillance/behavioural data on an ongoing basis and

develop reports which can inform programming.

4. Assist with the NACO estimation process and data triangulation.

5. Supervision of Sentinel Surveillance and BSS.

6. Coordination of operations research activities.

7. Plan and oversee training programs on epidemiology, estimation, surveillance,

data triangulation etc.

8. Provide assistance in planning need based research agenda for NACO.

9. Provide technical support in evidence based strategic planning, risk

assessment of districts and other related studies.

10. Assist NACO to plan, implement and review epidemiology related activities

including surveillance, HMIS and research.

 

Qualification:

 

Applicants should possess Masters in Public Health, Epidemiology or

Biostatistics

health impact assessments, operations and applied research is desirable.

 

Experience of evidence based planning and overseeing epidemiology related

training programs will be an asset. 

 

Position: National Human Resource Development and Training Specialist

The NHRDTS will report to the NTSU Team Leader and will provide support to NACO

in the following areas:

 

Key Responsibilities:

(1) Support the NTSU Team Leader, NACO DG and SACS Directors, where necessary,

in designing their operational structure and HR needs within their units.

(2) Design manpower strategies and plans to meet NTSU and national programmatic

needs.

(3) Provide support in recruitment of both internal and external staff by

identifying and using appropriate selection tools and procedures.

(4) Support the design of appropriate recruitment mechanisms such as permanent

hiring, short term consultancies, volunteers, deputation from GOI with

appropriate compensation structure.

(5) Support the development, revision and dissemination of HR policies for NTSU

and support SACS in developing State specific HR policies

(6) Support the design and conduct of Performance Needs Assessment and lead the

development and periodic revision of Performance Management Systems (PMS) for

national and state level staff.

(7) Design Competency Assessment/Profiling systems, conduct assessment centers,

design and implement capacity building programs at various levels; provide

advisory services to SACS to emulate policies at State level.

(8) Advise on organizational change and organizational development processes.

(9) Suggest compensation structure attractive for current and potential

employees by keeping track of Income tax rules, Inflationary trends and

conducting Compensation surveys from time to time.

(10) Lead & mentor a team of Technical Consultants/ Managers in the regional &

national teams who have people management roles.

(11) Plan and coordinate trainings for various technical divisions of NACO.

(12) Manage the outsourcing of performance based monitoring processes (in

health) for NACO and SACS staff.

 

Qualification:

 

Applicants should possess Masters Degree in Social Work/ Sociology/ Industrial

Psychology/ Business Administration with specialization in HR from premier

institutes.

 

Attributes:

 

(1) Ability to travel to the states and districts to support the SACS or the

districts in their area of expertise.

Desired Work Experience:

Experience of 10-15 years in a progressively responsible HR Management role in a

large organizational with multi-locational offices, with experience of

representing HR as a business partner at a Board/management level.

 

The ideal candidate will be from a PSU, private or development sector,

international bodies/diplomatic missions/international NGOs or defense services

with appropriate experience.

 

Robust experience in planning and managing capacity building activities is

desirable.

 

Position: National Strategic Information Management Systems Specialist

(Ref: NSIMSS-NTSU; 1 Vacancy, New Delhi; email: nsimss-ntsu@... )

 

The NSIMSS will report to the NTSU Team Leader and will provide support to NACO

in the following areas:

 

Key Responsibilities:

(1) Responsible for quality assurance and analytical oversight process, outcome

and impact indicators identified under NACP III, including data quality

assurance.

(2) Provide inputs to NACP III SIM development and oversight of Strategic

Information Management (SIMS) systems.

(3) Work with the NACO's MIS team to review and help set new targets for SACS

other implementing partners.

(4) In collaboration with NACO M & E team provide inputs for the development of

the Strategic Information (SI) section of various reports.

(5) Facilitate and support the SI team members at the state level particularly

at State level TSUs.

(6) Ensure that the SIMS is being utilized (through field visits and problem

solving) and is effective in providing programme data on a regular basis.

(7) Provide technical inputs into the development and rollout of NACO SIMS.

(8) Interface with the Development Partners that address the SI and M & E

components of the “Three Onesâ€.

(9) Provide leadership for NTSU staff and partner input on SI requirements, and

provide technical assistance, as needed.

(10) Advise on the development and implementation of a NACO HIV/AIDS evaluation

plan to assess outcome and impact results, and on any technical assistance

required.

(11)Communicate SI issues, challenges and policy questions to DG NACO and other

NACO senior staff.

Qualification:

 

Applicants should possess Masters Degree in Public Health, Epidemiology,

Demography, Biostatistics, Social or Behavior science or related fields from

premier institutes.

 

Attributes:

districts in their area of expertise.

Desired Work Experience:

 

Experience of 10-15 years in the field of public health. Prior experience in

data planning, compilation and analysis including quality control is necessary.

 

In-depth knowledge of Public Health including monitoring and evaluation

practices and use of strategic information is essential. Should be familiar with

planning, design and management of SI related activities including M & E.
