NACP III - HRD issues- need for different norms for hill areas

Dear FORUM,

There are some serious HRD issues in the NACP III which will affect the morale

and quality trained staff retention in the programme which I am raising at this

forum for debate and discussion.

Under the NACP III, the Counsellors and Lab Technicians of ICTC have to undergo

annual examination/ tests- and ther continuation in job will be based on this.

Targets based salary, which is discouraging and lowering the morale of

cunsellors in hillly areas with low population.

Moreover Lab technicians under the ICTC have fixed salary with no annual raise,

whereas technicians employed under Blood safety are getting annual increments

and no TEST.

We urge NACO to consider easing the norms lest we fear exodus of trained

manpower to other streams and discontinuity in services.

We need to increase Access to testing to Block levels- but the client load will

definitely be lower than densely populated plains. We need a different set of

norms for hilly states. The counsellors are unable to increase the clients as

referrals do not reach them.
