The concern of insufficient funds and competing interests is definitely

appreciated and we should remember that HIV cannot be addressed in isolation

and needs a comprehensive reposnse lie other MDGs.

We strongly oppose this verticalisation of health programmes. Though health

systems have ben strengthened as collateral benefits of the HIV response, we

cannot build castles in the air by making interventions in absence of good

health systems.

30 years after Alma Ata, we seem to have forgotten Primary Health Care.
