One of the most astonishing appointments has been the appointment of the current store officer of Chhattisgarh SACS as Assistant Director, Finance. The results are available online http://health.cg.gov.in/Result-ADFin-5sep08.pdf. The person has scored highest in both interview and written test and has therefore been appointed. The question however is that for any post related to finance a person is usually required to have certain years of experience in managing accounts and an experience of world bank funded projects would have been desirable. In the case of CGSACS however it seems that past experience is not relevant. A person who has been store officer in SACS for almost 5-6 years, how he is found eligible to manage finances of crores of rupees is a matter of concern. This is inspite of the fact that although reportedly few CA had also applied for the job, store officer of Chhattisgarh SACS scored highest both in the written and interview. It is also interesting to note that as per the sources, there was no person from finance background in the interview panel. These minor things later may culminate into major corruption issues leading to the loss of precious money meant for HIV/AIDS prevention.
