A job needs skill and motivation. positive people by knowing problem better have sensitivity and motivation and skill. But if skill is not enough it can be provided by trianing. Problem is actually with organisations that make most discussion on GIPA. How many positive people are employed by them. Defiitely for some levels you will have positive people who have made their status public. But still NACO and many UN offices do not employ positive people. UN Organization is understandable for they do not believe in social justice. Even after half century they do not have reservation, an accepted policy of Government in India. But at least Government organisations can do something on this policy of GIPA than just talking. May be one day itwill change.
