Here goes the details: POSITION DESCRIPTION JOB TITLE: DirectorSexually Transmitted Infections (STI) Program DEPARTMENT: Medical / STI REPORTS TO:Project Director, MUKTA LOCATION: Pune JOB SUMMARY: The Director – STI Program is responsible for planning, implementing, supervising, monitoring, evaluating, and documenting the STI prevention component of the MUKTA project. S/he supervises a small department comprising STI Program Officers, and logistics and administrative staff. The Director is expected to provide strategic and technical inputs that will ensure (a) high quality STI services to sex workers, men who have sex with men, and other project beneficiaries, and ( high levels of utilization of STI services by Project beneficiaries. The Director interfaces on all STI programmatic issues with counterparts in the donor agency, in technical agencies mandated by the donor to provide technical oversight and guidance to AVAHAN partners, with colleagues in MUKTA, and the Project Director, MUKTA. RESPONSIBILITIES: Service Standards and Protocols Keeps abreast of STI diagnosis and treatment protocols recommended by the National AIDS Control Organization particularly for high risk groups and ensures that MUKTA protocols conform with National guidelines Uses the Technical Standards, protocols and MIS requirements of the AVAHAN project to ensure that STI services offered by MUKTA partner NGOs and referral clinics meet prescribed standards Documentation and Research Ensures that program related research, if any, follows national research and ethical guidance and has the approval of the Project Director, Mukta. Plans for, guides and participates in the documentation of project and program experience and disseminates the information by preparation of articles and presentation of papers at workshops, seminars and conferences Technical Support for Service Delivery Develops plans for the delivery of STI services to project beneficiaries through a combination of (a) MUKTA project owned clinics, and ( project identified referral clinics Assists MUKTA partner NGOs to set up project owned STI clinics, and to recruit and build the technical capacity of all categories of clinic staff Identifies appropriate referral clinics where required by the project, and negotiates mutually agreeable referral arrangements that are in accordance with MUKTA referral strategies and systems. Develops a training and technical assistance plan to ensure ongoing development of the capacity of staff of project owned clinics and of referral clinics to provide high quality STI services in keeping with MUKTA protocols Develops and supervises the implementation of a plan to procure and supply clinic supplies, consumables, equipment, instruments and drugs, and to track inventory and reordering at the individual clinic level so as to ensure that clinics always have available the material and equipment that they require Identifies consultant trainers/training organizations that will assist MUKTA in STI training and technical assistance activities. Prepares scopes of work for involving them in capacity building activities, evaluates work plans and budgets proposed in response to scopes of work sent to consultants, recommends appointment of consultants, and assists the Project Director Mukta to finalize contracts with selected consultants. Monitors the work of consultants, certifies completion of work and recommends payment In consultation and coordination with the Project Director, Mukta, coordinates with Pathfinder Headquarters to obtain technical assistance Evaluates and reports to the Project Director - Mukta on outcomes of training and technical assistance obtained from consultants and Headquarters personnel Provides technical direction for the effective implementation and integration of Voluntary Counseling and Testing (VCT) services with STI treatment, and for effective referral from clinics to other medical services required by those who attend clinics. Monitoring Service Delivery Closely monitors utilization of Project provided STI services by Project beneficiaries. Works closely with Pathfinder colleagues and MUKTA NGO partners to develop strategies and operational plans that ensure high and regular utilization Develops systems to ensure that both utilization and quality of Project provided STI services are measured regularly. Works closely with the MUKTA M & E department to ensure that the MIS captures services statistics as well as STI service quality. Uses MIS data to provide feedback and develop corrective action plans. Supervision and Representation Represents MUKTA and interfaces on all STI programmatic issues with counterparts in the donor agency, in technical agencies mandated by the donor to provide technical oversight and guidance to AVAHAN partners Works closely with colleagues in MUKTA to ensure complete understanding of the STI program by all Project staff and to train Project Officers on STI program issues so that they can all provide appropriate technical support and supportive supervision to the NGO partners as required Builds the capacity of, guides and supervises the performance of the staff of the STI department. Ensures that they effectively provide technical support and supervision to the clinic staff of partner NGOs and of referral clinics. Travels frequently to the field to acquire and maintain first hand knowledge and understanding of field realities and to supervise the work of the STI department of MUKTA Communicates and works closely with MUKTA project officers, responds to programmatic requests from field /clinic staff, and ensures proper distribution and follow-up on requests. Ensures that the STI department responds effectively to a variety of programmatic, financial, administrative and logistical needs and requirements generated by the MUKTA team, and that the department provides input for the development of sub-agreement and contract documents including modifications. Others Performs other duties as assigned by Project Director JOB REQUIREMENTS: Medical Graduate or Post Graduate. Qualifications in public health management or other discipline relevant to reproductive health and HIV/AIDS, or management desirable A good understanding of the technical issues at the foundation of HIV/AIDS and reproductive health programs Demonstrated technical expertise and at least 7 years experience in Programme management At least 3 years of experience of managing a department and supervising a team Clinical experience in STI is desirable. Good computer skills, especially in Word, Excel and PowerPoint. Strong communication and writing skills in English. Ability to communicate orally in Marathi is desirable Attention to detail and ability to multi-task. Ability to work independently and as a member of a team. Excellent interpersonal and organizational skills ****************************************** POSITION DESCRIPTION JOB TITLE: Project Officer - Community Outreach (CO) Program DEPARTMENT: Community Outreach REPORTS TO: Deputy Project Director, Mukta LOCATION: Pune JOB SUMMARY: The Project Officer is overall responsible for the Interventions with Sex workers and MSM communities in Districts which are implemented by partner NGOs of the Mukta Project. The Project Officer would support, supervise, and monitor all field activities related to working with FSW and MSM communities. RESPONSIBILITIES: Provide technical and programmatic support and guidance to NGOs in the field for approximately 5-15 days in a month Spend 5-10 days in a month at the MUKTA/Mukta Pune office as an active and contributing member of the Community Outreach team. Submit regular travel reports, “stories from the field and other presentations highlighting the work of the project NGO. Maintain and supervise project related files of the NGOs (including all technical and financial reports) Coordinate with NGO partners and other departments of Mukta to develop annual proposal and budgets for district intervention. Encourage and support district project to participate and collaborate with Government initiatives and programs in the district Work with district team to identify capacity building needs of NGO team, community members and stakeholders in the district. As part of the technical team and as required by the NGO: Provide support for workshops, trainings and meetings Assist NGO project staff in preparing presentations for various meetings and workshops Collaborate with the Advocacy, Communications officers and Senior Project Officer (MSM / Tamasha) for designing relevant program strategies and tools. Work in collaboration with the MUKTA STI/Medical team in the supervision and support of NGO related clinical and medical services Collaborate with M & E department on the generation of various reports like Monthly Technical Report, conducting studies and other M & E related issues of the district intervention and overall Mukta Project. Excellent interpersonal and organizational skills ************************* POSITION DESCRIPTION JOB TITLE: Project Officer – Monitoring and Evaluation DEPARTMENT: Monitoring and Evaluation (M & E) REPORTS TO: Associate Director-M & E, Mukta LOCATION: Pune JOB SUMMARY: The Project officer – M & E is responsible for the day to day operations of the Monitoring and Evaluation Department. The project officer will work closely with the Associate Director -M & E, Mukta in designing and conducting formative research; gathering qualitative and quantitative baseline data, interim and end-line data; developing management information systems (MIS) and forms for the project; analyzing MIS data, submitting timely MIS reports to the donor and feeding analyzed data back to Mukta NGO partners and Mukta staff to enable timely performance review and corrective action. RESPONSIBILITIES: Systems Development Monitors the progress of the district teams for routine data collection, collation and report submission, helps in solving technical problems of CMIS at the district level. Maintains and updates the centralized database at office level, documents the M & E problems in the districts and brings these problems to the notice of the Associate Director-M & E,Mukta for prompt attention. Uses guidance from Associate Director-M & E, Mukta to analyze the periodic MIS data and helps Admin Assistant- M & E to prepare reports based on the set indicators for the timely feedback given to the NGOs and Mukta colleagues (Outreach and STI units). Records and feeds the additional information requirements from the Supervisors, other units and NGOs. Helps the district teams to use the feedback information optimally for micro-planning. Documentation and Research Helps Associate Director-M & E, Mukta to conduct situational assessments and needs assessments to establish the programmatic requirements in terms of Community outreach, STI clinics, and advocacy. Joins hands with Managers and other colleagues to design, carry out, measure, and document operations research or other special studies required for the Project Technical Support and Capacity Building Takes initiative in building up the capacity of both Mukta staff and the staff of partner NGOs. Knowledge of SPSS, STATA or comparable data analysis programs Good computer skills, especially in database management.
