Organizational Context / Background UNAIDS is coordinating the joint /UN Northeast plan covering the eight States in the Northeast. The plan is mainly funded by AusAID which has committed funds to support the four Northeast States of Meghalaya, Manipur, Mizoram and Nagaland. A smaller part is funded by Sida which supports the remaining four states (Sikkim, Arunachal Pradesh, Tripura and Assam). The National AIDS Control Organization (NACO) has established a sub office in Guwahati to strengthen its technical and managerial support to the eight states. The main role of the NACO Regional Office is to: & #61656; Facilitate further development and fine-tuning of costed Project Implementation Plans for HIV prevention, treatment care and support in state-wide partnerships with government, civil society and development partners; Support & #61656; implementation of such Programme Implementation Plans (PIP) by offering strategic technical assistance at the local level, in close collaboration with the National Rural Health Mission (NRHM). The Programme Officer (NE) will be recruited by UNAIDS, in consultation with NACO and be part of the NACO Regional Office. The Programme Officer (NE) will support all eight SACS in Annual Planning and be responsible for overall implementation of the Joint UN technical support plan. The Programme Officer will report to the Regional Director, NACO Regional Office on a day to day basis and to the Senior Programme Coordinator, UNAIDS on technical and operational issues (progress reports, financial reports). The Programme Officer will be required to travel intensively in the Northeast and occasionally to Delhi. III. Functions / Key Results Expected Summary of Key Functions: Planning 1. Support the State AIDS Societies in preparing Annual Action Plans. 2. Establish linkages between SACS and other programs of government (NRHM) and donors (UN and others) 3. Support the SACS in periodic review of the Annual Action Plans 4. Support the SACS in generating evidence for planning 5. Support the establishment of District AIDS Programme Management Units. Coordination 1. Ensure effective coordination of all donors/ the joint UN support in the Northeast 2. Ensure effective coordination between UN Agencies and the NACO Regional Office for successful implementation of program activities and goals 3. Coordinate with SACS and other government agencies and provide technical assistance as requested or when necessary 4. Support the NACO sub-office and the region in establishing the coordination platform including all development partners 5. Collect and update all financial and technical support from all the donors and UN agencies in the North East region Programs 1. Support the Regional Director and the SACS in development of technical assistance plan/s 2. Mobilize technical assistance from the relevant UN agencies as agreed in the plan/s 3. Monitor project expenditure and preparing regular financial and technical progress reports as per donor requirements 4. Prepare relevant documentation for the Steering Committee of the joint NACO/UN support plan 5. Act as a nodal point for the UN agencies for all activities in the Northeast 6. Identify training needs with SACS and mobilize Technical Assistance from UN and other partners. 7. VI. Recruitment Qualifications Education: University Degree in Public health/social science/political science or related field. Experience: Essential 1. Minimum 5 years professional experience in program management. 2. Ability to work productively in a multi-cultural environment, and to establish and maintain effective working relationships with counterparts. 3. Awareness, understanding of and commitment to HIV/AIDS issues and willingness to work with people living with HIV/AIDS. 4. Good communication and interpersonal skills. 5. Good knowledge of spoken and written English. 6. Ability to work independently and as a team player in a multi- cultural environment. 7. Working knowledge of computers including MS Office package. Desirable 8. A good understanding of HIV and AIDS issues. 9. Experience of the NE will be an asset. 10. Experience of working for international institutions. 11. Public health experience will be an asset. 12. Experience of working with the governments, understanding of institutional arrangements.
