Guest guest Posted January 19, 2009 Report Share Posted January 19, 2009 Vacancy Notice No: UNAIDS/IN/2009/003 Title: National Monitoring & Evaluation Advisor Contract Type / Grade: Fixed Term ( NO-D ) Duration of contract: One (1) year* Date: : 19 January 2009 Deadline for application : 06 February 2009 Duty Station: New Delhi (India) Organization unit: UNAIDS India Country Office Program Objectives: The thrust of the UNAIDS Office is to effectively contribute to the national AIDS response with high level policy, strategic guidance and technical support to scale up towards universal access to HIV prevention, treatment, care and support. The mission of UNAIDS is to lead, strengthen and support an expanded response to the epidemic that aims at preventing transmission of HIV, providing care and support, reducing vulnerability of individuals and communities to HIV/AIDS, and alleviating the impact of the epidemic. The mandate of UNAIDS in India is carried out through the Joint UN Team on AIDS and the Theme Group on HIV/AIDS, with representatives from each cosponsor. UNAIDS works closely with the Government through the National AIDS Control Organization and other key partners including State AIDS Control Societies, Civil society, Academia, Private sector…, to share knowledge, skills and experience to lead the fight against HIV. Specifically, UNAIDS supports the national response to HIV and AIDS by promoting: Strengthened leadership and resource mobilization for a broad-based response at all levels, including governments, civil society and people living with HIV Improved planning, financing, technical assistance and coordination at all levels for a sustainable multi-sector response to the pidemic, integrated with national development efforts Strengthened evidence base of the response through greater availability and use of strategic information from better monitoring and evaluation, surveillance, and resource tracking Enhanced human resources and robust delivery systems at all levels of government, civil society and other non-state partners Strengthened human rights-based and gender-responsive policies to reduce stigma and discrimination. Increased coverage and sustainability of programs for injecting drug users, men having sex with men and sex workers Increased coverage and sustainability of programs to address the vulnerability of women and girls, young people, emergency-affected populations and uniformed personnel. Description of duties: Under the responsibility and guidance of the UNAIDS Country Coordinator and in close collaboration with members of the Joint UN team on AIDS the incumbent has the following duties and responsibilities. 1) Provide technical support to the National AIDS Council to develop provincial and district M & E systems and related annual costing M & E work plan; 2) Provide technical guidance to government and civil society on appropriate data collection and reporting processes, data management systems and data analyses for the provision of accurate and timely information for HIV policy and strategy development and related programme planning, with emphasis at the provincial and district levels; 3) Provide technical guidance on the development of provincial and district M & E frameworks and accompanying costing work plans and assist in the operationalization of these frameworks; 4) In collaboration with national government and civil society partners advocate for the importance of and facilitate the establishment of effective M & E systems for the provision of essential data; 5) In collaboration with government, civil society, UN and bi- and multi-lateral partners, support the development of effective monitoring and evaluation systems at provincial and district levels within in the framework of national M & E; and the development and operations research agenda linked to the HIV national strategic plan; 6) Collaborate in the development of an evidence-based strategy aimed at better understanding the epidemic in the country (i.e. through implementation of 'modes of transmission' exercises, data triangulation/synthesis studies, and other specifically tailored activities); 7) Collaborate in the assessment and consolidation of annual monitoring reports from key stakeholders (including implementers at all levels); 8)Advocate and facilitate the use of National AIDS Spending Assessments (NASA), Country Harmonisation and Alignment Tool (CHAT), for tracking expenditure on HIV and assessment of partner harmonisation and alignment to the national response; 9) Facilitate and provide technical assistance in the use of the Country Response Information System (CRIS); 10) Produce reports and other information with respect to the HIV situation at provincia and district levels and responses and the mobilization and allocation of national and international resources, where necessary; 11) Support the further refinement and implementation of the Joint Programme of support to the M & E framework including an annual costing M & E work plan to ensure operationalization; 12) Other M & E duties as required by the UNAIDS Country Coordinator (UCC), as appropriate. *Required Qualifications* Education: *Essential: *Advanced university degree in public health, business administration, public administration, management, social sciences, demography, development planning, and statistics Skills: Demonstrated ability in working with multi-sector projects involving several public sector departments, partners within the public and civil society sector including people living with HIV. Demonstrated achievements in strategic planning and programming at national and provincial levels. Knowledge of Government working procedures and mechanisms. Demonstrated competence in managing multi-tasking and a broad range of priorities and also ability in fostering collaborative relationships with co-sponsors, donor partners and civil society organizations. Knowledge and understanding of issues related to HIV epidemic and impact. Demonstrated knowledge of and experience in the UN System. Experience of working in a decentralized national setting. Languages: *Essential*: Excellent knowledge of English. Basic knowledge of Hindi and/or of another local language. *Desirable*: Knowledge of another UN official language.
