Therapeutic pass on inpatient rehab

I think I remember reading a regulation indicating that a patient cannot

go on a therapeutic pass off campus without the staff being in

attendance to ensure medical stability issues are accounted for, etc. I

guess the reasoning is that if the patient is stable enough to require

the 24/7 access to a rehab physician and nursing staff, they cannot

safety leave campus without the needed medical supervision. That said,

I cannot find the regulation that says this. Am I imagining things?
