You can make it whatever you want. I strongly suggest that you offer it for the last year of school only! We offer up to $10,000, in exchange for 2 years employment after graduation. (or $5000 for 1 year). HAve your contract reviewed by an attorney, familiar with emoployment regulations in your state. You also have to outline stipulations for re-payment of the loan if the terms of employment are not met. There are also tax implications of this, and both parties need to be aware of this. Finally, please don't make your policy and contract with this person in mind. You will be tempted to tailor it to this person who you know and like. However, the next person who wants this benefit may not have the potential, so be careful in terms of eligibility.  Good luck.
