Let's say you upgraded the software in your business- would you try to pass the cost of it to your patients or insurance companies? I don't think so. We all have to do the ICD-10 upgrades as well as the 5010 upgrades. The upgrades are my cost of business as it is my software. I don't know what type of volume you generate but it may not cover the cost of software. It may depend on the software being used. If it is a " subscription " rate that charges per use so that your biller must pay for each customer added, the charge may be justified. If you are satisfied with the service you are getting, calculate the software charge as a percentage of your total cost of billing.
