If the CA Physical Therapy Board cannot enforce the law, we have no chance.

POPTS clearly harm consumers, California, and physical therapy professionals

by:

1. *Killing physical therapy jobs*. Each physical therapist employed by a

POPTS clinic eliminates one independent physical therapy job.

2. *Results in substandard care* - studies indicate that 91% of care

rendered in POPTS clinics is substandard, there are 130% more unnecessary

referrals and almost 2x as many visits prescribed by doctors that own a PT

practice.

3. *It costs the state of CA hundreds of millions of dollars in needless

waste.*

4. *It's a monopoly* - doctors will make their patients wait up to 4 weeks

to get in to a PT practice when their are appointments available at

independent practices within 24-48 hours.
