Timed CPT codes

I know this is very late in 2011 to ask, but I just read an article that said,

for 2011, " the introduction section of CPT now includes new guidelines for time

measurement for those codes with a time basis for code selection. " One of the

guidelines is " a unit of time is attained when the mid-point is passed " . I

looked through the CPT manual,but I am not finding that statement anywhere; I

have searched for hours on-line, but I do not find anything in writing to

confirm this. Can anyone tell me if they have read this in the 2011 CPT manual

or another reference? Thank you,
