Out of State Physician referral

Can anyone tell me if physical therapist can treat patients referred to therapy

by an out of state physician? The PT is practicing at a hospital based

outpatient clinic in the state of California. We have inquired with medical

staff and they were unable to answer as to the medical staff by laws. One of

the therapists thinks you can and one says no, can anyone share some law? Thank
