Have you tried any charities, like Easter Seals? Or perhaps a university that can give you a MSW student for some kind of practical experience? Wish I had more useful advice. Hang in there, hon. The older she becomes the more apparent her deficits are, despite her intelligence and creativity. She needs a great deal of structure and supervision which is next to impossible to provide in a family setting, much less in ours.
