Now I have started Orencia (new) and methotrexate (after almost a year) again. The National Institute for Health and Clinical Excellence (NICE) is a UK organization which makes recommendations and creates guidelines for the National Health Service (NHS - UK). That they've " opened a consultation on draft guidance " means that they are announcing that they are examining a particular issue, but that the final guideline hasn't been decided yet. They then receive input on what they are proposing. http://www.nice.org.uk/ In this case, they have stated that they believe that Orencia (abatacept) is not a cost-effective option for those with RA who have failed non-biologic DMARDs.
