Congress Takes ActionWe must assist in their efforts!

Congressman 's bill, H.R. 5876: Stop Abuse in Residential Programs Act of 2008, passed the Committee and goes before the house today! Two years after enactment of this bill federal monies would be made available to states that develop their own standards, which must meet or exceed national standards.

'This nightmare has remained an open secret for years. Sporadic news accounts of specific incidents have built a record that should never have been ignored, but shamefully was. The federal government has completely failed to grasp the urgency of this situation.' -- Chairman CAICA and other advocacy groups have worked for years to expose this 'secret' and at times felt no one was listening. Congress is listening now, and finally taking action. We must do our part to assist in their efforts to make this work! CAICA has provided a list of simple things you can do to get involved. Further, information was brought to light by a study conducted by the Government Accountability Office (GAO) which confirmed much of what CAICA and other advocates already knew: residential programs can be dangerous or deadly for youth. What you can do: Please contact your representatives and ask them to vote in favor of this very important bill. Representatives can be reached through the Capitol switchboard at or by visiting the Government Guide website. I realize we are all busy but this is important! Let's help to finally put something in place that will help protect these children and teens. Remember, children and teens can't wait!

Don't forget to sign the Petition to ban the use of deadly face-down prone restraints - the form of restraint that has killed many children in residential treatment settings.

There are safe, alternative approaches.
