The Agency for Persons with Disabilities (APD) has revised its implementation date for the legislatively-mandated Medicaid waiver tiers from October 1 to October 15. The agency projects that about 7,500 people will need to reduce their services due to being placed into a tier with a cap. (Source) The Tiers will place people on the Medicaid waiver into one of 4 tiers. The Agency For Persons With Disabilities has put together "Talking Points on Tier Waivers". Tier 1- No Cap Tier 2- $55,000 Tier 3- $35,000 Tier 4- $14,792 Tier 4 is really the same thing as the current FSL Waiver. So, not only will you be limited in spending- but also in what services you can have. Dental Services is NOT on Tier 4. If your current provider does not take the FSL waiver, they will not get paid for providing service to you until they get approval. Some providers have refused to sign up for the FSL waiver, for various reasons. Many other provider did not sign up because they didn't know about it. Need a provider? The last updated we got said that Tiers Letters are scheduled to go out to families on September 2nd. For individuals who are moving to Tier 4, please note that only the following services are available: Adult Day Training Behavior Analysis Behavior Assistant Consumable Medical Supplies Durable Medical Equipment Environmental Accessibility Adaptations In Home Support Services Personal Emergency Response System Respite Care Supported Employment Supported Living Coaching Transportation Waiver Support Coordination A major concern with the tier placements is that tiers are not determined by need- but instead by arbitrary factors such as age and pervious services. The QSI assessments are not being used at this time to determine tiers. It is unclear how much influence they will have in the future. Be Patient With Your Support Coordinator! You need to get in touch with your support coordinator before September 24th. Your support coordinator should be able to tell you if your services will be affected by the tiers.
