The state of Pennsylvania has now banned prone restraint in public schools (§ 14.133. POSITIVE Behavior support - http://www.pacode.com/secure/data/022/chapter14/s14.133.html ) and residential and day treatment centers. Please see attached documents. Regards, Phyllis *************** Dear Stakeholders, Attached are two Department of Public Welfare Bulletins for review. Both bulletins will be effective six months after final release. The no prone bulletin clarifies that 55 Pa. Code Chapter 3800, relating to Child Residential and Day Treatment Centers, prohibits prone restraints. The policy bulletin describes in more detail strategies to reduce and eliminate restraints in child serving programs. As part of the Alternatives to Coercive Techniques restraint free initiative, the Department will be developing core competencies and training opportunities for providers. In addition, we recommend that providers work with their current safe crisis training vendors to ensure that the curriculum includes the no prone ban.
