If necessary, a revised timeline for implementation will be determined after inconsistencies in expenditure data are resolved. The inconsistencies have been identified and work has begun to resolve them. In the interim, customer cost plans will not be reduced due to cost-rebasing adjustment. The expenditure data information comes from the Florida Medicaid Management Information System (FMMIS) operated by the Agency for Health Care Administration. APD and AHCA are working to resolve the data issues as soon as possible. When the agencies are confident the data is accurate, APD will resume implementation of the cost plan rebasing. In the 2008 Legislative Session, the Legislature approved an adjustment to individual cost plans to reflect actual dollars spent plus 5 percent or the person’s current cost plan, whichever is less. Many times an APD customer’s cost plan is approved for more services than are actually used. The Legislature voted to eliminate the unused services from cost plans as a method to control future spending. APD annually serves about 35,000 Floridians with the developmental disabilities of mental retardation, autism, cerebral palsy, spina bifida, and Prader-Willi syndrome.
