In this voluntary program, each eligible SSA beneficiary is provided a ticket that can be used to obtain services from a provider

known as an employment network (EN) or from a state vocational rehabilitation (VR) agency. These new policies went into effect on July 21, 2008. All disability beneficiaries ages 18 through 64 will be eligible to receive Tickets. In addition, EN's can earn "Milestone" payments earlier, more often and at higher rates. SSA will also now pay Milestone payments to ENs when beneficiaries have earnings consistent with part-time work. Payments will be based on gross earnings, encouraging the use of various beneficiary Work Incentives.
