Confused about conversion instructions in files

Don't the RT3 and fT3 have to be in the same units of measure (i.e. both ng/dL

or pg/mL)? I don't understand how a fT3 in pg/dL and a RT3 in ng/dL will give a

correct ratio without conversion so they are both either pg/dL or ng/dL. Same

goes for the other examples. I don't know why they need to be converted when

they are listed as being in the same units already.
