I'm glad to see that you contacted CT because they could still band him at his age....it's not too late. Yes the correction might be a little slower now that he's a little older, but you will still see some improvements at his age. I wish you all the best!! BIG HUGS TO YOU! It seems like you fought just to get them - good for you. The neuro may be compeltely serious when he tells you he usually sees worse. It could be that peds don't refer until the child is obviously severe and if your son is moderate he would look great in comparison. 13 months is not too old for a new band but it is older. CT bands babies up to 24 months (but they have to start in band by 18 months). Have you posted pictures? We've seen a lot of babies and may be able to give you our opinions on severity. Have you looked through the photos and maybe found one that looks like your son? Good luck and keep us posted.
