I hesitate to say that these people are purposely lying to the public. There will be oversight as governed by the state of FL and Title II of the U.S. code. They will NOT take money from traditional foster homes and other services. The money from APD will be use for the same people who are already on the list or on the waiting list, OR private funding and donations will be used for the residents. The amendments as proposed by FDDC and others are being added to prevent the receipt of APD funding by people who choose a private supportive residential means of living. They want to keep the 1000 Ft. rule in place. The amendments also condone the " Not In My Backyard " way of thinking. Betsy Farmer, Lila Klausman both of Melbourne, FL have worked for years on this cause with a large number of parents and advocates, to promote the right of the disabled to have a choice in where they want to live.
