If he decides to veto it, the bill is returned to the house of origin and he has to state his objections. If the bill is neither signed nor vetoed, the bill becomes law. If he vetoes a bill, the memebers can override the veto as long as two-thirds of them vote for it. If so, the bill will become law in spite of his veto. He held a beautiful speech about the many obstacles people with disabilities have to face, and the ramifications of exclusion. The video clip is on line.
