The governor may sign the bill or veto a bill. Signing a bill is sometimes a huge event with media coverage and parties. If he decides to veto it, the bill is returned to the house of origin and he has to state his objections. If the bill is neither signed nor vetoed, the bill becomes law. If he vetoes a bill, the memebers can override the veto as long as two-thirds of them vote for it. If so, the bill will become law in spite of his veto.

Who said "I herby lift my pen to sign the ADA (Americans with Disabilities Act)"?????

Hi,

it was President Bush who said those words in 1990 when he, standing on the lawn ouside the White House, signed the very important federal bill, the American s with Disabilities Act. He held a beautiful speech about the many obstacles people with disabilities have to face, and the ramifications of exclusion. The video clip is on line. So yes, bills are signed :)
