raw milk law in MO

I'm feeling very stupid because I have read and read this statue and it does not

make sense to me. Can someone help me translate this! What am I missing? It

first says that a person cannot sell raw milk to consumers, restaurants, etc and

then it says that an individual may purchase and have delivered to him, raw milk

from a farm. Is the difference being that it is for " his own use " . His is the

" final consumer " which the earlier part of the sentence says only pastueurized

milk can be sold to the " final consumer " . Is the difference that you have to get

it straight from the farm and not from a store? Help!

Here is the MO statue I'm referring to:

State milk inspection required on all graded fluid milk or milk

products--pasteurization required, exception.

196.935. No person shall sell, offer for sale, expose for sale, transport, or

deliver any graded fluid milk or graded fluid milk products in this state unless

the milk or milk products are graded and produced, transported, processed,

manufactured, distributed, labeled and sold under state milk inspection and the

same has also been produced or pasteurized as required by a regulation

authorized by section 196.939 and under proper permits issued thereunder. Only

pasteurized graded fluid milk and fluid milk products as defined in subdivision

(3) of section 196.931 shall be sold to the final consumer, or to restaurants,

soda fountains, grocery stores, or similar establishments; except an individual

may purchase and have delivered to him for his own use raw milk or cream from a

farm.

It looks pretty clear to me. The last sentence says that only pasteurized

milk may be sold to consumers or retailers, with the exception that an

individual may purchase raw milk directly from the farm.

No, it doesn't say that. " Produced OR Pasteurized " . I don't know what

section 196.939 says, and whether it makes any allowance for raw

milk. But the real whammy re raw milk is in the second part.

Yes.

I love the legalese here. Note: " No person shall sell...any graded

milk product...(unless they jump through our hoops). " So you could

sell ungraded milk, right? Uh-uh: " Only pasteurized graded fluid

milk...shall be sold (retail or wholesale). " EXCEPT (since we're nice

guys) you can make a deal with a farmer.
