It's talking about specific times of state declared public health emergencies involving bioterrorism. It's not talking about quarantining your kid who didn't get a measles vaccine. I guess people can turn it into an ACLU debate, because it brings us back to the question that's pretty hot right now - " How many civil liberties are Americans willing to give up in exchange for the hope of security and safety?
