Children are not dogs, yet I think some parents treat their kids like pets--lock them up if you don't want to deal with them. And yet some parents treat their pets better than their kids. And since we don't have and are unlikely to ever have " parenting tests " (like a driver's license test) to determine if an individual is mentally stable, rational, responsible and knowledgeable enough to provide child care (like a driver's license test) its going to take brave, compassionate, concerned family members, neighbors, friends, acquaintances, teachers, and other relatives to be more watchful and proactive when aberrant, mentally-ill, abusive behaviors are noticed within the family or the neighborhood. If every adult was a " mandated reporter " and could actually be prosecuted for NOT reporting suspected child abuse or neglect, then, maybe that would make a positive difference, seems to me. That, and educating every child from preschool up through college (in age-appropriate ways) to recognize the difference between mentally healthy behaviors and toxic, destructive, mentally-ill behaviors...
