They have the ability to conduct journal searches for you. I'm not sure if the Library of Congress would have that same capability or not, but they might be a good source for public policy documents. You can also check with the National Fire Academy's library in Emmitsburg, MD for emergency service specific journals (I think their librarians can help with the search if my memory is correct.) Also, for congress, check out the Government Accountability Office (www.gao.gov <http://www.gao.gov/> ) to see if there have been any studies done for our elected officials. For grins you might also check the major city newspapers, specifically the NY Times, Washington Post or LA Times to see if they have done any articles which could reflect the discussions on health policy. This might give you some good background information on which to further your research.
