City EMS consolidating with City FD

At a recent City council meeting the Mayor proposed our EMS Dept. and

Fire Dept. join as one. Our major concern is that the FD is civil

service and EMS is not. I am aware that the City of Brownsville was

able to combine the two entities some years back. I was wondering if

anyone out there has encountered the same opportunity. Any and all

input as to the procedure(s) we will need to follow will be greatly

appreciated.
