Bill Contains $16.1 Billion for ARRA FMAP Extension On Monday evening at 5:45 PM, the Senate will take a procedural vote on a bill (HR 1586), which contains $16.1 billion in and Federal Medical Assistance Percentage (FMAP) aid to states. The measure is fully offset with a variety of spending rescissions. The procedural vote (essentially a vote to take a vote on the actual bill) will signal that there is enough support for the bill to pass. Majority Leader Reid has filled the amendment tree so there will be no other amendments. Originally, HR 1586 was the Federal Aviation Administration reauthorization, but the underlying bill was stripped of its aviation-related contents and now has $16.1 billion Medicaid funds, $10 billion in education jobs funding, and spending offsets. THIS IS IT Given the limited floor time in the Senate for the rest of the year it is very unlikely that there will be another window of opportunity for FMAP to pass. It is vital that we urge EVERY SENATOR TO BE PRESENT AND VOTE YES. In particular, it is important for several Republicans to vote YES, specifically Murkowski, LeMieux, Brown (MA), , Snowe, Bond Voinovich. If the Senate passes the bill, it will be determined by Speaker Pelosi whether she will call the House into session to pass the bill.
