I was a ESOL instructor for many years and I can tell you that these students are often misidentified as ESE because many if not most teachers have no idea how to communicate, evaluate, and educate these special learners. With just a few adjustments to the teacher's planning, all ELL students can thrive in a general education environment. Once these students are classified as ESE then it becomes increasingly more difficult to get them the language support they need because the IEP becomes the guiding document and the LEP is pushed to the side. They are constantly being shuffled off from one resource room to another and their time spent in the Gen. Ed classroom is dwindling rapidly; so much for inclusion (sound like another group of students we all know?)
