I had a PTC four and a half years after my first transplant. I had been diagnosed with recurrent PSC at that point and needed to get some internal strictures opened up. Bile was drained externally for about a week and then the tube was capped off and changed regularly for the next four years. The liver biopsy suggests rPSC as a possibility, but it may also be a problem at the junction of the bile ducts and the roux-en-y loop. Be patient and wait for the results, then do what you have to.
