My son did these very same things with shoes, socks, and long-sleeved shirts and pants when he was young and I couldn't figure out "why", either......until, a very kind and gentle Occupational Therapist, through his school, explained it to me. She said that these items actually "hurt" my son, causing pain due to extreme skin sensitivity. She began a "brushing program" using surgical brushes on his arms, hands, legs, and feet. She would brush him for 30 minutes a day at school and she taught me how to do it at home - 30 minutes each night. We continued this for 3-4 months and then the sensitivity to wearing clothes and shoes was gone! Ask your doctor or occupational therapist if this might be a good idea for your child. Sharon How old is your son? My daughter (she's almost 10 now)used to do this sometimes. She just liked being naked. I would just calmly explain to her that she had to put her clothes back on and usually have to dress her myself. She eventually outgrew it, probably by age 5 or so. The only remaining related behavior is that she hates wearing shoes and takes them off whenever she can get away with it. If I were you, I wouldn't worry about it too much (assuming he's still fairly young).
