Guest guest Posted October 22, 2010 Report Share Posted October 22, 2010 Sad to say, today, October 24th, the Reprioritization of the WaitList Rule (65G-11{1}.002) was issued as Final by APD. I am attaching a copy of the Rule. The people waiting have now officially been reshuffled into seven categories.....sort of like rearranging deck chairs on the Titanic. For all practical purposes, your child/adult child will not be funded until and unless they go into crisis. What a disgrace. Here are the new categories in a nutshell (but you must read the rules for fuller understanding). Everyone on the list will be receiving a letter telling them what category they are in. Everyone on the list will be told to seek community resources and natural supports. Categories 1 through 3 - Crisis categories - very stringent criteria for "crisis" Category 4 - Primary caregiver(s) age 70 or older and APD reviews whether they are capable of continuing. Merely being 70 is not good enough to get into category 4. (btw, in NJ, this category is age 55) Category 5 - entering last year of school system or having just exited and are in need of selected waiver services for continuing education or employment. Category 6 - Already over age 21 and don't meet criteria for 1 through 5. This "category" creates an underclass of the permanently unserved". With the waves and waves of students coming through the school system, category 5 will be replenished year after year.........kids jumping from 7 to 5 always stepping over those stuck in 6.......who will stay there until they go into crisis or have elderly parents whom APD decides can't care for them. Category 7 - children who are not yet qualified for category 5 because they are not yet in their last year of the school system.......and do not meet criteria for categories 1 - 4. There are not enough new waiver slots budgeted to even handle the crisis categories. All budgeted funds are consumed by those already on the waiver. Courts get involved in most crisis cases ....... that is why these individuals get funded, budget or not. The wait list in Florida grows daily; it now stands at almost 20,000. Almost 40% of individuals with Developmental Disabilities in Florida receive zero funding, zero services, zero supports. They are on a "wait" list ....... but waiting implies getting a turn. At what point is "waiting" just another word for "neglected".....7 years, 8, indefinitely? The status quo is not sustainable. That is why the Florida Legislature has passed statutes authorizing APD to control the deficits.......via the Tiers, Cost Basing, and now i-budgeting. None of these approaches have/will result in any funds for the wait list individuals ........ individuals just as eligible as those who are receiving services. Now the legislature is looking again at going the HMO route for medicaid and the medwaiver. Parents of those who are waiting, don't believe for a second that the HMO route will result in funds for the wait listed. The HMO route will simply siphon money from the waiver funds.......insurance companies will "manage" the services and supports of those already funded in exchange for their off-the-top guaranteed profits. Meetings about this are already taking place. You will be reading a lot about this in the coming months. So, sad to say, this is where we are. Guest guest Posted October 25, 2010 Report Share Posted October 25, 2010 Individuals already waiting on the former "in crisis" wait list are being sorted into the three new categories of crisis ....... categories 1 through 3 based on the new criteria. It is possible that someone previously on the crisis list will no longer meet the more stringent definitions......if anyone has a child/adult on the crisis list, please be proactive and find out the status of your child/adult.......I wouldn't wait for a letter. What about the people on the crisis? Are they going to be forced out of the crisis now or they ok. I wasnt aware of this meeting. My son is also on the waiting list.
