Independent Educational Evaluation/evaluator suggestions

Can anyone tell me, offlist is fine too: I am seeking an independent educational evaluator for my son. I am seeking someone who is:

1. a neuropsychologist

2. has specific experience and expertise in writing IEE's and making excellent and specific recommendations (in other words knows about the educational side of things like an educaitonal consultant would)

3. has experience with pdd nos, mood disorders and attachment issues. my son is more mental health than autism though he has social impairments he doesnt present as typical autism and those are not our main challenges.

Or suggestions as to how to find someone. Thank you!
