Med-Waiver Wait List

Hi Listmates,Yesterday I attended a workshop by APD, specifically addressing the wait list issue. Two folks from APD were there, including Kathleen Carroll, the eligibility coordinator. The news isn't good.Although folks are still being added to the wait list, it's not going anywhere. The only way, repeat the ONLY way, waitlisters are getting off the list and into the Med-Waiver program is through the Crisis Tool. There are three criteria to be considered in crisis: 1) The person needing services has to be homeless, or imminently about to become homeless; 2) The primary caregiver is no longer able to care for the person (the example given is of a 57 year old person with CP being cared for at home by her 91 year old mother; now the father has had a

heart attack, and the mother cannot care for both); and 3) The person becomes a danger to him/herself or others. Regarding 3), what was implicitly rather than explicitly conveyed is that the situation would have to involve hospitalization or police calls. Also, in order to even get on the list, stringent criteria must be met, and the diagnosis of autism can only be made by a neuro-psychologist, mainly through a battery of tests costing around $800, they said. Certain areas of deficit must be clearly examined and reported, including verbal ability, eye contact, social skills, behavior, etc. I was told off the record that anyone who got on the list in 2003 or after can not expect to receive services in the foreseeable future unless through Crisis.Of course, it goes without saying (I hope) that this is not so much an administrative decision by APD as a budgetary one; the fact is that there is no funding to

add additional persons to the Med-Waiver. The state would have to allocate funds for this purpose and in the current austerity mode in Tallahassee, this is not likely.APD says they are trying to identify other sources of support for families of persons needing services, both private and public.Sorry to be the bearer of bad news, but rumors to this effect have been swirling around for quite a while, so it should not come as a surprise to many people.

Thanks for the update . I have had very little faith in APD and its continued lack of funding. It's been so long I can't even recall what year was put on the wait list. What a shame for so many, many people. Terrible.

This is sad news indeed. We've been on the list since 2003, and was told last summer that number wise, we were very close to finally receiving services. Now I doubt my child will ever get any of this.
