Ruth brings a wealth of knowledge and experience to the position, and will be a valuable member of our OSERS leadership team. I want to take this opportunity to express my deepest appreciation for Ruth’s steadfast leadership in the Division of Monitoring and State Improvement Planning, or MSIP, and congratulate her on her new position. Many of you already know Ruth from her 23 years with OSEP, most recently as Director of MSIP, where she has demonstrated her abilities to manage effective teams, solve problems, interpret laws and regulations, and provide critical guidance and support to the field of special education. Over the last 23 years, Ruth has earned a reputation as a strong advocate for people with disabilities. That reputation is founded upon her extraordinary dedication, her deep intelligence and her passion for what she does. Ruth has always shown great leadership, and I have great admiration for her and for her long record of service for individuals with disabilities. Those of you who have yet to meet Ruth will find her to be a smart, level-headed, responsive, and well-respected leader who is dedicated to improving educational results for infants, toddlers, children, and youths with disabilities and is committed to fulfilling OSEP’s mission. If I can, I would also like to take this opportunity to thank Bill Wolf for serving as the Acting Deputy Director and welcome him as the Acting Director of MSIP. I am certain that under Bill’s leadership MSIP will continue to thrive, and I look forward to working together to continue to better the lives of all of our nation’s individuals with disabilities.
