With a dairy intolerance goat's milk can be used (supposedly closer to human milk) or almond milk. There are recipes for making almond milk. Here is the recipe for yogurt: http://www.breakingtheviciouscycle.info/beginners_guide/yoghurt/yoghurt.htm The number of organisms per cup is mentioned at that site. Another brand was mentioned recently in this group. If flax seed oil is tolerated it may be more economical (then vitamin D and vitamin A would have to be obtained separately). Flax seed oil goes rancid quickly so must be refrigerated and used quickly. What I used to do was keep flaxseed oil capsules and ground flax meal in the freezer to get around this problem. I hope that you will be able to obtain Cortef on insurance so that you have more energy to cope with everything.
