The starband has foam that is carved out to make room for growth over time. The starlight is clear plastic and is heated and reshaped to make room. I would think most orthos use one or the other since they would need different equipment/techniques for the two. I think the starband is more common. If you look at orthomerica.com they'll tell you what they are used for, but from what I remember they are about the same.
