I suppose there are exceptions because the articles I've read said that because of the use of sun screens the skin can't absorb the D from the sun. Plus some people might not be able to assimilate certain vitamins. [i.e. I can't take B6 as it makes me really sick] My Dr. told me everything goes thru the liver and if your liver isn't functioning properly then the body isn't absorbing properly. Thats why I can't take full doses of pain meds. So I don't think it is a hard fast rule that those who live with more sunshine probably don't have a D deficiency. A lot of variables.
