Unfortunately, the problem comes from second grade, most of the public schools do not have enough resources to provide for individual needs of learning. Some of the public schools are more interested in the special needs community of students and a lot of them not. I hope the public schools in Florida start been rated including the special needs programs. While they are not rated, there is no much interest in improving services.
