You could also try stress dosing HC (10MG) to see if it brings your temps up and if it does this would confirm this. If this is the case as I suspect, you will need ot go MUCH slwer in raising T3. Have your temps been this low for long? My average temp is never above the mid 97s but I have had the odd one or two single temps of low 95s to low 96s.
