The question was asked as to what would have happened if Legacy hadn't been there: There were either two or three other EMS services that provided proposals to Leon County; the county chose Legacy. If Legacy had not " been there " then they would have chosen one of the others. For the best interests of the people of Leon County and the passers-through who are affected, the awarding of a long-term contract should be advertised and bid properly, and not rushed through just to get " something " in place as quickly as possible.
