Potty Training / Help on #2

I have a 4 1/2 year old . He is in Potty Training. He is peeing by himself, but rejects doing #2. He sits but doesn't go for some reason. We've been with him waiting for him to go for about one hour, but refuses to go (#2) Once he gets up, he asks for diaper and poops on diaper. I'd appreciate for any ideas or help on this. Thank you.
