The term has been used in a general way to refer to a walled city anywhere in North Africa, with crowded maze-like streets, lots of dead-ends, filled with houses and mosques and souks all jumbled together. http://en.wikipedia.org/wiki/Casbah The Wikipedia article has some interesting details on how popular culture has used the term.
